
This paper is the first of a five-part series on the litigation framework in the DIFC over the last 365 days, in the run up to the Dubai Arbitration Week 2025.
The DIFC Courts have entered a new phase of judicial evolution with the enactment of the long-awaited and widely discussed Law No. 2 of 2025 (the New JAL). It codifies well-established judicial practices while introducing notable reforms aimed at strengthening the Courts’ institutional coherence and international legitimacy. This paper provides an overview of the key developments with particular focus on its structural reforms, jurisdictional clarifications, and their implications for enforcement and dispute resolution strategies within and beyond the DIFC.
